The IDB directly administers or has access to economic development programs that financially assist local units of government and business and industry in the county to create and/or retain quality job opportunities, increase the county's tax base, and to raise the level of income for local residents.
Revolving Loan Fund Program

Background: Established in 1980 by the Winnebago County Board, the Winnebago County Revolving Loan Fund Program has provided over $8.3 million in 27 separate loans to local communities for business and industrial development. These loans have created or retained over 6,300 jobs, increased annual payrolls in the county by over $250 million, and have generated millions of dollars in new annual tax base revenue for the county and its communities. Community Development Block Grant - Economic Development Revolving Loan Fund Program

This program works with local communities to provide financial assistance to businesses that are looking to expand or relocate within WInnebago County. The CDBG-ED Revolving Loan Program was originally established by the Wisconsin Department of Commerce (DOC) via pass through loans to businesses in the County. Winnebago County Per Capita Funding Program

The Per Capita Funding Program is an annual grant program administered by the IDB. Founded in 1975 by the Winnebago County Board of Supervisors, the program has distributed over $1 million to local communities in Winnebago County since its inception.
